A Valentini would probably do alright in the system you describe, but a totally safe alternative is the mimic filefish Paraluteres prionurus which mimics the Valentini puffer and looks almost identical and is total reef safe. I will say the zoa frags were new, and under some stress from acclimating...but they never had a chance to recover. I noticed the biggest problem with mine, was when I added new corals to the tank after him. Upon being put into the tank she pretty much desimated the hitchhiker feather dusters that were on my live rock (but I think she was just hungry, because later she showed no interest in the few that lived.) That being said, the gorgonia would be a great choice for you, its non-photosynthetic and won't require any lighting upgrades, just the occasional feeding. he hasnt caused to much havok, mostly just sampling, like someone else said. Or something inbetween, adding the puffer to a tank with a few hardy, quick growers like Xenia and Birdsnet for SPS, tell he learns there's better food?

I've never had a problem with them eating soft corals, and I don't have any stony, but mine was pretty tough on my hermits and snails. He never seemed to bother a single coral that was in the tank when he was first introduced, but just about every coral I added after him was sampled at least once and some even more.
